I think it is important to make sure the key card fits in with the game world/lore and not just make it available from Traders because "people want to play Labs". Scavs wouldn't be carrying them, Traders wouldn't have them. The only place you could find them is the Terra headquarters which doesn't exist in the game. In fact, how would anyone find a Labs keycard in the City of Tarkov? I don't think Labs key should be sold by Traders. Why would a Trader have a Labs key card? If Scavs "can't get into labs" (this is why there is no insurance on Labs), how does a Trader get the keycard? Why would a Trader be selling the key card to a PMC?
